Lead-Related Construction Sampling Technician Course

New Certification from California Department of Public Health!

DESCRIPTION

⇒You or your employees may need this new California Department of Public Health (CDPH) certification mandated by Title 17 of the California Health & Safety Code.

As of April 2008, Title 17 of the California Health and Safety Code mandates that anyone who collects a sample (or takes an XRF reading) of a material to determine if lead is present, must be certified by the State of California as either a Lead Inspector/Assessor or a Sampling Technician. There are very few exceptions. The sampling must be done by a State Certified person regardless of whether the sample is being collected for childhood lead-poisoning prevention purposes, pre-construction safety, or waste planning purposes, or for any other reason one might conduct a “Lead Hazard Evaluation” as defined in Title 17.

In addition, all paint applied before 1978 is now defined as Presumed Lead-Based Paint and lead-safe practices must be implemented unless the paint is sampled and proved not to contain lead. Cal/OSHA requires employers to do this sampling to determine if workers will be exposed to lead hazards prior to conducting construction or maintenance work, and per CDPH’s revised regulations this sampling can now only be done by a certified person.

Sampling Technician is a new Certification at CDPH
To become a Certified Sampling Technician:
- Students must take the one-day 8-hour course.
- Students must pass a multiple-choice exam at the end of the course, but there is no State Certification
Exam
- After passing a Sampling Technician course students apply for CDPH Certification simply by completing the CDPH application and paying the CDPH fee.
- There is no experience or education prerequisite to become a Sampling Technician
**Note: Sampling Technicians may only work under the supervision of a certified Inspector/ Assessor. The Inspector/Assessor must identify sampling locations.

Tom Wangerin, MS, is the owner of Wangerin Environmental, an environmental training and consulting firm specializing in asbestos and lead issues. Tom is a Cal/OSHA-certified asbestos consultant and a CDPH-certified lead paint Inspector, Assessor, and Project Monitor and is the Director of the UC Berkeley COEH Asbestos and Lead Paint training program. He has a great deal of experience in asbestos and lead inspections and abatement project oversight. He is recognized nationally as an expert in asbestos and lead paint regulations as well as for the program he runs at UC Berkeley.
