Asbestos and Lead Program Instructors


Gary Bayne, CHST, CAC, is the Construction Health and Safety Specialist for UC Berkeley. He also maintains the four California Department of Public Health (DPH) Lead Certifications. In his current position, he has established and maintains lead programs for all construction projects and maintenance departments at the university, and in conjunction with Royce Brister, maintains asbestos regulatory compliance and project management at the University. His experience in the asbestos industry began in 1970. Since then, he has acquired experience in all aspects of that industry. He has been teaching lead certification and refresher classes for UC Berkeley since 1987.

Steve Bramlett is Northern California regional manager of Karcher Environmental, an environmental and demolition contractor performing asbestos and lead abatement, microbial remediation, and soft demolition work throughout the state. He has more than 19 years of estimating and management experience in the commercial, industrial, and residential markets

Scott W. Compton, CAC, is President and Chief Executive Officer of Hazardous Materials Assessment, an environmental consulting firm in San Leandro. He served on Senator Milton Marks’ Asbestos Advisory Committee to the California legislature and on the Board of Directors of the Manufacturers Association, and was a member of the Cal/OSHA Asbestos Advisory Committee during the GISO 5208 and AB 2040 regulatory standards development.

Frederick J. Cone, MS, CIH, retired Industrial Hygienist for Lawrence Livermore National Laboratory, has overseen several large asbestos abatement projects at both LLNL and UC Berkeley. He is currently a private consultant.

Stephen C. Davis, MPH, CIH, CSP, CAC, is a principal at La Croix Davis, LLC. He has more than 36 years experience as an environmental health and safety manager and consultant. He has managed or advised on environmental health and safety programs in more than 20 countries. In addition to teaching at UC Berkeley Extension and COEH since 1990, he functions as senior technical advisor on multi-million dollar construction/remediation projects and serves as an expert witness in environmental litigation, mediation, and arbitration.

Joe Filan, CAC, CET, REA, is Director of Business Development and Training at Forensic Analytical in Hayward, California. He has developed numerous hazardous material management plans for a diverse group of clients throughout the Western United States. Mr. Filan has conducted training courses for the regulated community on recent State of California Title 17 Naturally Occurring Asbestos (NOA) requirements. Additionally, he has conducted OSHA Compliance Training for over 10,000 engineering and construction employees. With over 15 years of Environmental Health and Safety consulting experience in hospitals, commercial real estate, industry and schools, Mr. Filan is a recognized subject matter expert.

Jason B. Garrison, BS, CAC, CIM, is an Environmental Project Manager with the County of Alameda’s General Services Agency. He has more than twelve years experience providing lead inspections, lead risk assessments, abatement monitoring, and project management in public housing, school, residential, and commercial settings. He also conducts environmental health and safety training related to lead, asbestos, mold, and hazardous materials. Mr. Garrison is a Cal/OSHA-certified asbestos consultant and a California DPH-certified lead inspector/assessor and project monitor.

John L. Godkin, Branch Manager for Parc Environmental Contractors in Livermore, is an AHERA-accredited supervisor and a California DPH-certified lead supervisor. His position involves managing asbestos abatement, lead abatement, hazardous materials, and demolition projects. He has more than 20 years experience in the construction industry.

Benjamin Heckman, MPH, CIH, is a Project Manager/Senior Associate with LaCroix Davis LLC.  He provides environmental consulting, litigation support, and industrial hygiene project management services for numerous public and private clients in commercial, residential and industrial settings.  He is a California DPH-certified lead inspector/assessor/project monitor and California Department of Occupational Safety and Health (DOSH)-certified asbestos consultant (CAC).  Currently he serves on the City and County of San Franciscos Asthma Task Force main committee and environmental sub-committee.

Peter Kaminski is a Senior Project Manager with Forensic Analytical, an analytical laboratory and consulting firm specializing in industrial hygiene, indoor air quality, and environmental health. He has more than 13 years experience in environmental consulting and is a California DPH-certified lead inspector/assessor and project monitor. He is also a California Department of Occupational Safety and Health (DOSH)-certified asbestos consultant (CAC).

Burt Olhiser is the Principal with Vantage Point Consulting. He’s been long recognized as one of the nation’s leading safety professionals for lead-related construction in industrial, residential and commercial environments. Starting in 1992 and continuing today Mr. Olhiser has been the coating industry’s preferred representative on numerous OSHA, EPA and other regulatory committees.

Jim Ratti has been the President of Environmental Lead Detection, a lead paint consulting firm, since 1994. He is also the manufacturer’s representative for the RMD brand of XRF.

L. S. (Butch) Reynolds, CIH, is a Senior Project Manager at Winzler & Kelly Consulting Engineers. He has more than 15 years experience in performing lead, asbestos, and hazardous materials services to support building renovation projects. He has performed lead-risk assessments and lead in-place management program services for the Bay Area’s three largest public housing authorities.

Conrad Rowling is with the San Leandro office of LVI Environmental Services, Inc., a national demolition and abatement contractor.

Michael W. Van Brunt is a Principal of Van Brunt Associates, an environmental consulting firm. He has performed building inspection, design and remediation work on a wide range of facilities, ranging from highrise office buildings and hospitals to shopping centers and industrial facilities. His firm specializes in historic structures. He has been an instructor at the UC Berkeley Asbestos, Lead and Mold programs since 1990.

Fred Vinciguerra, CAC/DPH Certified Lead Inspector/Assessor/Project Monitor/Designer, is the Corporate Operations Director for the Environmental Services Division at Forensic Analytical, an industrial hygiene laboratory and consulting company. He is responsible for the technical quality and operational execution of Forensic Analytical’s environmental consulting services. Prior to his joining Forensic Analytical in 1991, he was the Laboratory Manager for an environmental consulting laboratory that routinely performed all asbestos and lead-based paint analyses. Overall, Mr. Vinciguerra has over 16 years experience in the environmental and laboratory consulting field.

Tom Wangerin, MS, is an environmental consultant for Hazard Management Services, Inc. (HMS), an environmental consulting firm with offices in Pleasant Hill, San Jose, Modesto, Rocklin, Fresno, and Bakersfield. He heads the Bay Area offices of HMS, Inc. He is a Cal/OSHA-certified asbestos consultant and a DPH-certified lead paint Inspector, Assessor, and Project Monitor. He is the Director of the UC Berkeley COEH Asbestos and Lead Paint training program. He is recognized nationally as an expert in asbestos and lead paint regulations as well as for the program he runs at UC Berkeley.
